Why are American police torturing their own civilians?

The chilling effect might be past its best before date though.

With only a small amount of cameras you might hope to suppress them but with nearly every single person having access to a camera all day it will be a lot harder.

Corruption can only exist where the light of transparency doesn't shine.

It should no longer be a question of moral or ethics. You can't expect people with no accountability to act accountable. Any more than you can trust food left out unrefrigerated.

It might look fine on the surface but you don't know! All you know is that it's been in the conditions where disease/corruption can grow.

The only safe course of action is to throw the whole thing out and next time make sure to practice procedures that will prevent it from corrupting.

Which for a society is transparency and accountability. Anyone serving the public needs to have their actions knowable and accountable to the public they serve. Otherwise corruption will grow and then we lose complete integrity because it can no longer be trusted.
