No, I doubt it. Star and Marco are a "new" pair chosen this sweep around, which means they've likely just been added to the cycle of "eternity" (whatever that means). My guess is that the Blood Moon does choose one lucky pair every 667 years on the dot, provided that pair fits a certain criteria. There could be dozens of pairs at this point.

As for Eclispa, no matter how you slice it she's far too young and event to have interacted with the previous Blood Moon ... so in order for her to be "bound" with her Monster Lover, the two would have to be reincarnations themselves of a pair who were actually chosen at some point in the past. I'm not saying its impossible, but I would find it a little ... disappointing to think that such an amazing character like Eclipsa is just a reincarnation of a previous Blood Mooned life (to effectively give her what would amount to one more arbitrary similarity to Star).

If the floor mural of St. Olga's really does describe the requirements of the Blood Moon choosing, then while there are a ton of other things we don't understand yet about the symbolism, the crossing and union of Mars and Venus (the Sun and the Star) is the primary choosing factor. Marco and Star (Marco means Mars, Star = Venus, because to the Romans and Greeks it was the brightest "Star" in the nights sky). If we meet a pair that has reincarnated from a previous life to meet again in this time line, there is only one other pair of characters introduced that I personally think would fit the bill (if the writers chose to address that sort of plot point and give us a tangible example) ... but that's for another topic entirely.
