Police priority should be towards the city, and then they can do what they want. They themselves have stated they weren't patrolling specific areas due to being understaffed.

... No. I want them to hire private security, not take away from a limited police force. It's really not that ridiculous. Literally happens most places of business or neighborhoods. The way you broke down private security to be "rented guns and uniforms" is ridiculous, but kinda true.
