Can I stream reacting to YouTube videos, if I'm not making money from the stream?

Sort of/maybe/maybe not.

Using other peoples content "legally" for your own falls into "is it a fair use" situation or not. People do it all of the time, but it doesn't mean they are safe from getting into trouble for it.

Unless you trigger an automatic DMCA strike, I would say the chances of getting caught are slim, but that still doesn't mean you are 100% safe if a content creator notices, and decides they don't like how you use their work.

You can use this as a rough guide to determine what you are doing is fair use or not, but keep in mind that you still don't own the rights to their content, so even if you think it's fair use, someone can still claim your use of it wasn't.
