Why can Russians watch anime and films in the IRL category? Why they are not banned, you can see for yourself.

If there is no report or claim, there is nothing for Twitch to punish, because they aren't actively monitoring for it.

It's like, there's one kid in the class playing a gameboy under his desk while the teacher's back is turned. They're not supposed to, but nobody cares or says anything. Except OP. OP is the kid in the back of the class that yells to the teacher because if they can't get away with it, nobody should.

Now, if the teacher had noticed on their onw they'd probably handle it anyway, but they aren't watching everyone constantly assuming they'll misbehave. And I think everyone in general is better off not demanding that they be constantly monitored just because someone else broke a rule and didn't get caught.
