Can we talk about the unethical practices employed by Animal Control?

I understand that, and again, I fully support paying reasonable costs and fees related to animal pickup, but a random person dropping off an animal at animal control negates that, and animal control even says that you can personally maintain posession of an animal until the owner can pick it up. In that case, I would fully support a flat rate paid to the animal rescuer for taking the time out of their day to make sure an animal is okay. But again, I don't think you are entitled to $50+ for posessing someone else's animal for less than an hour. $20? Sure. "Thanks for catching my pet and taking care of them." $50? No. That's absurd, and it incentivizes bad behavior.
