Cars that respond the best to modifications in terms of $/horsepower?

Out of all of those the GTI will be the most fun and with a $700~ tune from APR you will be king of the hatchbacks for the most part. Bump that up to ~1500 for a more aggressive tune and an exhaust and you will be just rocketing around town. The only problem is that the old ones are going to be costly to maintain and the middle aged ones look retarded so youd be in newish car territory for your budget.

Skip the Mustang GT, the power can be decent but the handling and driving comfort are pretty much nonexistant in almost all environments. Blind spots everywhere, cant handle inclement weather of any kind, and cornering sucks.

BMW 335i is a good choice if you can find a clean one and have the money. Forced induction engines are INCREDIBLY easy to pump power out of. Again this car will suck if you live in an area with frequent inclement weather, less so than a mustang but still. I think they make a 335xi though which would cure those problems. Its also full of luxury comforts so probably the best daily driver.

Subaru can be fun but its a different kind of fun. It does have a bullet proof forced induction boxer in it which means you work out a great deal of power with some minimal modifications/tunes.

Everything else is fun, but I dont think its probably the kind of fun you are looking for.
