If they perform a merger and can gain value, it is just better off for everyone than if they don't.

The real crime of this is what backroom deals are going on that are allowing 15% of the shares to be bought with $25,000. Who decides who gets this free money. If it is only $25,000 then why are they not buying the initial 15% themselves? The people creating these are not poor.

The answer is kickbacks or they are literally just creating them for billionaires that need extra collateral.
