There’s no actual gender divide in chess, statistically speaking, just a participation divide.
Women’s leagues are there simply to promote participation by women… and in that regard I think allowing trans women to play in the women’s section is a no brainer with virtually 0 downside.
It’s not like other circumstances where the discussion of trans women in the very top levels of, say, a contact sport where actual biological differences may make a difference in outcomes (or maybe been affects safety) may be considered, and generally and actually is a two sided discussion that requires a fair bit of nuance in ruling.
