Congress leader Jairam Ramesh bats for vegetarianism, calls beef a “huge culprit” in global warming

The original Indian Constitution explicitly bans the slaughter of cows and if it was essential to those in the Independence movement and founders of the Republic enough to be ratified then it should be adhered to,

The State shall endeavour to organise agriculture and animal husbandry on modern and scientific lines and shall, in particular, take steps for preserving and improving the breeds, and prohibiting the slaughter, of cows and calves and other milch and draught cattle

so therefore beef should be banned from slaughter and export within the nation, and there should be punishment for violating that ban. Though if one wants to import beef or other meats that's their prerogative, of the opinion personally should have ban on factory farming and export of all meat because of impact on environment.

In general no-one should be forced to become vegetarian, it should come about due to shift in consciousness; however those wanting to eat meat should obtain from butcher or learn to hunt themselves otherwise wait for laboratory meat or eat insects (good source of protein).

For those wanting to go vegetarian and not suffer athleticism, stick to sattvic whole-food plant-based diet.
