The Contrast of Morality Between Eto and Kuzen

Well, I took it as V was hunting for Kuzen and his daughter. I bet V knew where he was all along and waited for him to go after her. He probably decided it was worth more to bring up other ghouls and teach them both sides of the world (ghoul and human) rather than despise one another for eternity. If you go back to what V is about, that is the birdcage. Having the masses hate one faction and reaping the benefits by keeping that faction in check while utilizing the strength of there ghoul leaders to maintain that structure. If Kuzen had went after his daughter, what then? Encourage her to become a kakuja and slaughter people? He would have brought her up like any regular person and then there would be no formation/continuation of Aogiri.

Eto would have died, see her flashback when she lost to Arima when they met. I don't think Kuzen lacked a decision, he went with what he could do without wasting his life and others. Bringing up other ghouls that have nowhere to call home. I bet Kuzen knew that his daughter was doing alright for herself despite not having parents, he did entrust her to Noro after all.

Sometimes when there is no right action, inaction is all that is left.
