Details of GOP counter proposal: cap at 40k / 80k, phases out at 50k / 100k

The thing that really gets me, and not something I usually contemplate, is that it costs relatively so little ($3 billion) to extend SNAP. If that's really what it takes, it shocks me that anyone in this country is starving. I am probably missing something and am pretty ignorant, but it seems this would be so easy to correct, it's almost shocking to me.

My understanding is that income requirements and family size screw over a lot of people. If you make XXX income you could be considered to be in poverty, be considered food insecure, and have a SNAP benefit of $20 a month if you don't have children. Not to mention the wait time in having an application reviewed and approved, assuming you have access to al the required documentation. If you don't that's another hurdle you have to overcome. Also, if SNAP benefits can only be used at grocery stores (I'm unsure if Amazon or Walmart qualify even though they sell groceries). If you live in a food desert, that adds to the problem.
