Very annoyed that it was there, tried it out, brought back memories of DK2 days and then now its taken away, makes no sense. I thought maybe the best way was to get an earlier version of SteamVR Beta but its not that simple, and didn't really want to take it from an "unknown" source.

I found a way to download the most recent version that still had the black_clamp_toggle which was SteamVR Beta 1.5.6. This can be done using the Steam console which can be accessed by visiting the URL steam://nav/console. Once there you can enter in the "download_depot" command to start the download, but you need to know the AppID, DepotID and the Manifest ID. In general I followed this post https://steamcommunity.com/sharedfiles/filedetails/?id=889624474 to get an idea of how to navigate around to find the necessary info. The below method worked for me, but make sure to backup your SteamVR folder!!

• Go to https://steamdb.info/depot/250821/manifests/ which has the manifests for all the SteamVR Beta files.
• After some trial and error I found that version 1.5.6 with Manifest ID 4954501447188426936 was the last version that had black_clamp_toggle.
• In the Steam Console enter in : download_depot 250820 250821 4954501447188426936
  This should start the download.
• Once the download is complete it will let you know where its stored, navigate to the download which should be named depot_250820. On my machine it was located in C:\Program Files (x86)\Steam\steamapps\content\app_250820\depot_250820
• In your steam library where you keep your SteamVR Beta install, ie Steam\steamapps\common, make a backup of the SteamVR folder (just in case)
• Copy the contents of depot_250821 and overwrite the files in the SteamVR folder.
• Start SteamVR and you should notice that its on version 1.5.6 which has black_clamp_toggle available in developer options.

Hope this helps in getting you true blacks again, even if its not available in the later releases. When a new SteamVR Beta is released it will overwrite it again however, so I keep a copy of the original depot folder and overwrite... its annoying, but not as annoying as not having the option. Now I can go back and complete Alien Isolation!
