Goku/Vegeta should go off on some quest to get more powerful/bring justice to the universe/learn more along with Bills/Whis. They'd reappear on Earth in dire situations or get their own episodes to check on their progress in their quest.
Meanwhile back on Earth Goten/Trunks/Piccolo/Buu/Uub should be training and be the primary fighters/defenders. Goten should take on a similar role/personality as his father whilst Trunks would showcase the more spoiled/arrogant side. They'd go around doing normal teen stuff/funny antics /messing around with Bulma's Capsule Corp stuff/train/handle everyday crime until the first real threat arrives. (be it a new villain or an old one)
Piccolo would be the same mentor-like figure. Buu and Hercule would provide good comedic effect. Same with Master Roshi. Reappearances by Korin/Launch/King Kai/Krillin + family etc would provide more story and comedic effect.
The struggle between pursuing his career/having a family/being one of the strongest fighters should be showcased by Gohan. Maybe include some stuff of Pan kicking some butt too.
Dragon Balls would take a back seat except for some major villain/event-perhaps that's the finale where Goku and Vegeta are needed.
Some sort of continuity is needed. You can't have base Frieza kill all Saiyans and Planet Vegeta with a Death Ball, Final Form Frieza fight with SSJ Goku, then Golden Frieza get demolished by Blue thingy Vegeta and then get powered down to Final Form and destroy the Earth which kills everyone not in a bubble. Goku and Vegeta are indestructible at this point and based on their power-ups, planet busting at minimum in their strongest forms. Maybe Bills/Whis go evil or something at the end idk. Goku should be slightly stronger than Vegeta and Vegeta should get some shine.
Definitely expand on HFIL and maybe have some character deaths along the way. (Roshi? Tien? Yamcha?) Red Ribbon Army could come back/maybe there's another universal threat like Frieza/maybe theres a long lost evil Saiyan. Who knows? Point is Toriyama can do some good stuff. It's all up to him.
