Yet the particular "fear" they might experience now is the same as grocery, pharmacy, retail, and factory workers is the same as those who are now contemplating being called back to work in the midst of a pandemic, except they didn't have the benefit of time off while data was collected, protective meaures was put in place, and testing was extended. What can be done is to take every possible precaution, and to help ensure your coworkers are doing the same. It's not a rosy prospect but it's not a death sentence either. Until there's widespread immunity or a vaccine, everybody is likely to contract this virus at some point. If reopening is done with ample precautions, then workers going back should be at least as safe as those essential workers who've been working all along.
