If everyone dies including Devon.

Obviously, Tom's story is much different and more depressing.
Tom angrily comments when asked about Noah: "He ran, of course. Coward. Nobody's seen him since."
Connor is still there of course (he doesn't die anyway). He's obviously a lot more sad; he comments that he "tries not to think about it" (in reference to the death of his sister and his friends). He comments that he feels like his folks and everyone else in town would rather forget what happened.
They don't go in to the library at all (though why would they)?
The ending scene is much different from the everyone-survived playthrough that I got in ILITW. They still hear a whistle and go to the alley. Tom is angry and gets defensive ready to defend MC and says "You bastard. You have no nerve showing your face here!" As Noah, stamping out a cigarette but, reveals himself, saying "Sup". Contrast this with the ending I think most of us got where Devon didn't seem at all tense to meet ILITW MC and was quite happy to meet them.
