So I can help you a little bit. Outta Pocket (out of pocket) is a business slang where a partner or customer are no longer "in" your pocket -- or you have communication and business with them consistently. When someone is Out of pocket, they are unavailable to you or out of reach.

It seems this guy is taking the context of "out of reach" and saying "Whoever thinks he isn't NBA caliber is out of reach" ... He then mixes up "out of reach" with "out of touch." He takes one definition of out of touch, being a "haven't spoken in a while" type use which is similar to the business "out of pocket" use in the sense that the communication is no longer there consitently. He mixes that out of touch use with the other one, being "unfamiliar with something". Then he takes another chain link and thinks that "unfamiliar with something" is the same thing as "they don't really know about it."

So basically he's made a incorrect chains in his understanding of "out of pocket" (like if you were to google translate something back and forth until it doesn't make sense) To where "No communication with" is the same thing as "No real knowledge on the subject".

Keep in mind, this is only a guess ; I'm trying to track his thought process behind the phrase.
