if you were banned on an emulator then that instance... delete it.

create another.

using bluestacks, you can use settings to fake different types of phones.

set your gps to somewhere near but not the same spot.

if you have a static ip, then use a vpn but bear in mind some vpn's are banned and some non vpn's like regular isp ip's can still be banned.

if you can change your home internet ip, do it.

it's not possible that new instances of an emulator won't work which means something else, and i'm guessing it's ip related.

if you have a laptop or a tablet, use the wifi to set everything up at a coffeeshop or a mall that offers wifi access on their own system.
