Help with my Super Spindly Hibiscus.

Hey plant fam. I'm a 5 year plant parent. Most of my plants are that old and look pretty good. Not this hibiscus. Look how long it is. Explanation - the pandemic happened and I only was able to water them once a week. Also, as I understand it, when you get Hibs from a nursery they often use chemicals to stunt their growth.

Question 1: can i use grafting tech to reduce its longness? like, a graft to itself?

Question 2: Any ideas on the yellow spots. They were what used to cause leaves to fall off, but recently the top portion looks healthy. I have no pests (confirmed, long long battle in year 0) and I supplement with nutrients and soil.
