I don't doubt that your delivery charge is in the triple digits currently. I was trying to say that I don't believe your delivery charge would still be triple digits if you had zero usage.

A quick googling shows the delivery charge for rural clients (assuming you're hella rural) to be roughly $80/month with $0.06/kWh on top of that. And to be honest, if you're that rural, you shouldn't really expect to have your electricity cost the same as someone living in a dense area. It's a tradeoff of having all that space - there are fewer people to share the cost of the infrastructure with.

It's mildly annoying that they structure the delivery charge as flat rate + usage rate. Instead of telling you that your electricity costs 22 cents per kWh, for example, they'll say your electricity costs 16 cents per kWh and add on 6 cents per kWh in the delivery charge, to make it look like a flat rate. The fact that your delivery charge varies from $100-140 makes it pretty clear that it's usage-based.

Although if you wanna show me your bill, I wouldn't mind seeing it to see what "our usage is low" means to you. Quick math based on your delivery charge would say you use roughly 500-800kWh per month which is about what I used this winter with electric baseboards. I wouldn't really consider that "low" usage, personally.
