Indoor antenna recommendations (both the transmitters and my neighbors are due west of me)

The federal law cited applies to the lanlord, who owns the property. If the landlord does not wish to contest the condos rules, you are stuck with their decision. You can file a complaint with the FCC or the state's attorney general but that is likely to have negative consequences if the landlord is unhappy you did so. If the lease specifies that the association allows satellite dishes or antenna but in fact has a rule against them (not withstanding federal law which allows antennas and dishes in area that are not common areas - aka your patio is not common) and you aren't happy with this and feel another apartment would be better, consult a lawyer who specializes in landlord/tenant law in your area before doing anything.

I am going to guess that the lawn beyond the patio is a common area and hence the association told the owner/landlord to remove the dish. Look carefully at the written lease regarding whether hookups for satellite were included. It does affect the value and "use and enjoyment" of the unit if you cannot access all of the utilities specified (or put up an antenna). How were you supposed to know that the condo wasn't complying with law? (Assuming they banned all dishes and antennas and not just those on common areas.)

As a practical matter however, I think you should try the pre amp and the amplified antennas recommended first. these are excellent suggestions so I can't add more. Hopefully you will have success and will not need to deal with the landlord or association. (I am puzzled why the landlord didn't mention it though.)
