It would appear the syrian news agency might have somewhat twisted facts :

Medical devices and related software require licenses for export. In recognition that many medical devices are inoperable without software updates and patches, the licensing requirement is particularly debilitating

Astronomically priced medical licensing, while being an horrible practice, is a capitalism-induced scam that is definitely running everywhere and not just in syria, i'm sorry. It's "just" the horrible pay-up-or-die state of the american healthcare system that is causing that (due to it, large numbers of american citizens can't afford care either for what it's worth).
