Astronomically priced medical licensing, while being an horrible practice, is a capitalism-induced scam that is definitely running everywhere and not just in syria, i'm sorry. It's "just" the horrible pay-up-or-die state of the american healthcare system that is causing that (due to it, large numbers of american citizens can't afford care either for what it's worth).
