Yes, I ordered some lyophylized peptides and did just that. Is it easy? That kind of depends. If you have a low amount that you don't plan on having sit around for longer than four weeks in reconstituted form, then you can just use some bacteriostatic water (which you can also purchase from Ceretropic) to make a simple solution and nasal spray. Some folks find that the benzyl alcohol stings their nasal tissues, though, and so you might prefer bacteriostatic water that uses methylparaben as its anti-microbial agent (available here http://www.mountainside-medical.com/bacteriostatic-water-for-injection-30ml-app-pharmaceuticals.html). That's what Ceretropic and the Russian pharmacies ordinarily use in their nasal sprays.

If you're going to reconstitute a large amount of peptide, or use it intermittently such that it may take you longer than four weeks to deplete, you may not want to use basic bacteriostatic water. You'll still want an anti-microbial agent, but you'll want it in high-quality de-ionized water (distinct from distilled water!), which is harder and more expensive to source. (This is because the ions in ordinary bacteriostatic water will break apart the peptides over time, and the more time they spend in the solution, the more opportunity there is for that to occur.) Thus, the approach becomes less easy due to the moving parts, such as having to find a bacteriostatic agent not already dissolved in ionized water to add to your tough-to-find DI water.

Note that even if you don't plan on injecting, you'll still need needles, vials, and sanitizers to create your nasal-spray concoction. That's why I think it's easier to either just order the nasal sprays from Ceretropic when they're available again, or to resort to injecting. Like you, I was initially very wary of injecting, but I bit the bullet and gave it a shot. 31 gauge insulin pins don't seem to leave scars, and you can hardly feel them. Although intranasal administration has its own benefits--like direct access to the brain--I felt like I was losing a lot of product that way, so now I primarily inject, and it's really not a big deal. Something to think about if your initial trials go well.
