I made a small balance mod that addresses the critical issues often brought up

This is a very small mod that fixes just the critical balance issues with the game as of 1.0.2

Missiles and Torpedoes:
25% less damage across the board.

Previously did about 2x the damage of other weapons, now 1.5x.
With the PD nerf below, Missiles are generally the best counter against Corvette spam now since they aren't easily completely nullified by PD and always hit.

PD:
Now fire 3 times slower. Damage per shot is doubled so they are still decent against fighters/bombers.

Previously, 1 PD would almost counter a swarm missile launcher, or 3.5 torpedoes, or 2.5 missiles, along those lines.
Now it takes 2.5x PD per swarm missile launcher to counter them.
Now instead of going from Missiles being 2x better than everything when not versus PD, then becoming completely worthless when against PD, they are just a bit better but then become a bit worse versus equal amounts of PD.

Thruster:
Now provides 12.5/20/27.5/35% evasion from 10/20/30/40% evasion. Affects Corvettes the most.

Destroyer:
Now has 1 small and 1 large utility module for the bow, up from 2 small and 1 medium.
The extra utility bow has 1 small and 2 large instead.

Previously, the Destroyer with the utility module took the same fleet power as 2 corvettes, while doing 20% less damage than them, and being about half as survivable.
With the slight evasion nerf, and this buff, Destroyers can be the tankiest per fleet cost unit at the cost of being the lowest DPS per cost.

Cruiser:
Speed increased from 0.7 to 1.0 (same as Destroyers) All medium utility slots replaced by 2 small. The large for the bow replaced by 4 small.

This is a minor change. Don't know what I can do simply to rebalance Cruisers since I can't easily change the weapon loadouts like I can utility.
Small utility is equal to 2 med, 4 large, so this isn't a huge change. However, small shields are the best. Cruisers now have a small niche if you're going shield heavy that you can get about double the shield regen for the same cost of power/upkeep since small shield modules are the most efficient.
