Ryuko: Beats up some thugs in base, was able to gorge through a wall, clash with someone hard enough to shatter the ground and bust a hole through a school building in Life Fiber, and... Senketsu Kisaragi doesn't have any notable feats on the RT.
Garou: Mangles Tank Loincloth's arm and knocks him out in one shot, tear roots up from the ground and snap a tree with almost no leverage as a human, was able to instantly bloody Puri Puri with just a few hits, stop Orochi's punch for a moment and match Darkshine's strength at half monster who was able to keep up and match Carnage Mode Kabuto who was able to easily fuck up G4 Genos, and was able to knock Darkshine, Pig God, and incap Amai Mask and Child Emperor, all without that much effort when awakened.
Verdict: Garou is just better than Ryuko in terms of striking. Edge goes to Garou.
