Includes everything you asked for. He'll be able to play some other games too if he desires, so it's not restricted to Minecraft. If you want things to load more snappier, then replace the 1TB HDD with a Crucial MX100 128GB for roughly $65.
If you want to go cheaper which is 100% possible, you can, but this is a nice build that would last him for a couple of years with minecraft. There's also a nice upgrade path for his processor and graphics card as well. Any questions, ask away.
