My 14 y/o sibling wants makeup for their birthday

Are you in the US? You could take them to Sephora or Ulta and have a sales person help select items based on their skin tone, type etc.

If it was me, I'd get them concealer, a tinted moisturizer/light foundation, mascara, lash curler, couple of eyeliners - liquid/pencil, brushes, lipstick/s, a brow gel or clear mascara. Face powder is optional depending on the foundation selected or skin type.

When I was 13, a relative gave me this whole caboodle filled with brushes, lipsticks etc. But the best thing in there were these big black pallet kits with different brushes and shadows. They even had a lipstick pallet. My friends and I used to spend hours playing with that stuff. I think it actually helped me develop my application and blending skills since I was constantly playing around with colors. (I even remember busting it all out to do a friends homecoming makeup years later who couldn't get hers done professionally. That kit was the shit.)
