I can tell you aren't a pvp player if you legitimately think it'd be fine with its old range. And also by the fact that you have no idea what you're saying about the TTK. The freeze time is 1.35 srconds now, longer than every single weapon in the game except maybe 1k voices or something. It's literally double the ttk of high impact pulses like NTTE, or triple the ttk of something like memento mori with a damage boost.

There's also a reason people complained about PB wayyyy more that celestial fire. If you think they're comparable in strength that's like saying if someone gets a HC headshot you're guaranteed to die, which simply isn't the case for any half decent player.

If someone lands celestial fire on you, you still have more than enough time to disengage. If someone lands penumbral blast you're dying 9 times out of 10 and the 10th time is usually just dumb luck, no counter play whatsoever.

The freeze is absolutely not redundant in any situation... you still have to body someone or land splash damage with GLs and snipers with celestial fire. While that's not difficult by any means, doing it against someone frozen is still significantly easier. ESPECIALLY considering you can freeze someone in super and easily dome them with a 72 rpm sniper for an easy kill.

And if you can't literally move the distance of a single slide in 1.35s I don't know what to tell you. Freezing shouldn't be a guaranteed kill for such an easy to land melee anyway.

For reference, hunters have to use two separate abilities, one within far less than 16m, to freeze someone. Titans have it even worse...

And I'd love to see all these 72+ kills you're getting with chaperone in 10 minute games. Do you even hear the ridiculous shit you're saying?
