Most trains don't have cameras believe it or not so the 'guards' are none the wiser about these issues until you complain to the 'guard' about it. they can make an announcement, but legally train guards can't leave their compartment unless it's an emergency due to the safety and ontime running of the train. If the guard leaves their compartment to tell someone to get their feet off the seats the train can't move.

It's up to your train officers who scan your opal cards and issue fines on the train to make customers get their feet off the seats and other finable offences. They are the real guards and police of the trains but they are useless and hardly show up anywhere.
