For drugstore priced eyeshadow, Colourpop. Most of the palettes I own are discontinued now, and I don't know your colour preference.

Flower Beauty Jungle Lights or Desert Lights palette. Great shimmers. Very easy to apply.

For something a little pricier, I've heard Viseart shadows are very easy to work with. I haven't tried them myself.

Same with Urban Decay or Tarte palettes. I haven't tried them myself, but they're a little harder pressed compared to other eyeshadows currently out, so it's harder to overdo them. Decent mini options from both these brands if neutrals appeal to you.

Pat McGrath. Her holiday palette this year is quite nice. Relatively neutral, but a couple pops of colour there for fun. I don't own this year's palette, but I did get the one from last year. Very easy to use and pretty.
