Shandris taking over would just smother the new inner faction turmoil that the Alliance has long needed to break up the monotony of being the bland faction that's only concerned with its superficial moral high ground. Its pretty clear in BfA she was willing to just roll over so Anduin and Jaina could "gIvE pEaCe A cHaNcEmaybe third times a charm?" and return to the status quo of turning oxygen into carbon dioxide until the horde get hit with the villain bat again.
Tyrande deserves a coherent storyline that doesn't result in her being the designated Alliance fool for a change.
