Where they come from they risk getting killed if they do that shit, because vigilantism is the norm. Here they get some weak punishment, like 6 months on probation. So basically for them it's not any punishment at all. Doubtful that enforcing the law will change much.

These laws were made for a culture where people have a long-standing deal with the government to give up vigilantism, in return for the government creating safety. Many cultures did not reach this level of sociocultural evolution yet. People socialized in such cultures may not understand the justice system of Germany, which does not punish them.

For Germans it would be a huge embarassment if they have to go to court and get 6 months probation for sexual harassment. Particularly if friends and family get to know about it For others it's pretty much nothing. Just a minor annoyance. Sexual harassment is not seen as something shameful for the man. It's only shameful for the woman who got harassed. It's her fault and she should be punished.
