Russia 2018 is a specifically the world cup itself, as opposed to the country in general, so stating Qatar in reply directly insinuates that it is pertaining to the next world cup in Qatar. The latter world cup is widely known to be under investigation for corruption in the choosing of the location.

In the context of FIFA this list seems to be slightly moot. Even if this list was entirely accurate and devoid on opinion, using the mean corruption for a country as a rule for individual instances of corruption is reductive at best. FIFA itself, which has had severe levels of corruption come to light in the recent past, is housed in Switzerland, the #7 least perceived corrupt country on the list.

I am unsure of why you keep asking me to provide a list, as I am not arguing about the content or rankings of yours, but rather am disagreeing with your application as a whole.
