It would take an exorbitant amount of time to upscale entire TV shows. If your desired goal is simply to watch entire shows for your own pleasure at an upscaled resolution and framerate, there are TVs that can do this in real-time. Then you can watch whatever you want however you want.

As an aside, I recommend not changing the framerate to 60fps. Most films and TV shows are shot at 24 or 30 fps. When you change it to 60fps they become too close to reality and it actually breaks the illusion so instead of perceiving the show as a magical, transportive story, you perceive it as actors in silly costumes acting in front of a camera. It's the so-called "soap opera effect". Yuck.
