I don't think he could though. Nino has years and years of experience being in a role like that and has an almost sage like position on the server as a result.

Kebun had a big growth spike because of the streamer boom and is extremely talented, but I don't think he has the admin connections or respect of the players on NoPixel that Medhi does to pull off some of the events and things that he does.

Nino is also pretty much universally loved, people who shit on him are few and far between, but Chang has nearly as many CG haters as they do people who are obsessed with them so letting him be one of the major connections in the city would probably make a lot of people happy, and a lot of people mad as well.

Chang is the leader of an organization of criminals who do silly shit and rob banks, Nino is the kingpin of both the legitimate and illiginate faces of a transport/criminal empire. That's like comparing the leader of the neo nazis with Gus Fring in breaking bad, both are good at what they do, but they certainly shouldn't respect each other as equals because they are in two completely different leagues.
