The problem is when you create an option for the worker not to take a lunch. The employer doesn't feel any pressure to accommodate the workers that want to take lunch.

This might not be a problem in a salaried office job where you largely control your hours. However, it is an issue in other fields like healthcare where hospitals and nursing homes staff lean while implementing high workloads and practically force their employees to take working lunches.

Forcing the worker to say I'm entitled to an uninterrupted lunch when the culture is to take working lunches opens them up to retaliation by having their work overly scrutinized and fired “for cause” elsewhere.

Salaried workers I can see being exempt from the lunch requirement. Hourly employees? No.
