You're right. It would be foolish to blame Obama for actions taken by or under the Bush and Clinton Administrations, actions and decisions that as often as not weren't made in the white house

However like them, 'the buck stops there', he's held the highest office in the land. If he can't serve justice, there's nowhere else to find it, within the confines of the law, no higher authority than God maybe. That no one, of any significance was held accountable, that he either didn't have the will or the power to bring them to account, during his tenure as commander in chief. No heads rolled, and no heads rolled for no heads rolling apparently. That's entirely on him.

Now you might claim, well the laws glacial, or the recession was all just a huge accident and massive series of misunderstandings, but you may find that's not a popular or well supported opinion, and is in effect just 'passing the buck' along down the line, exactly like that picture.
