Steam Support is so bad

I’ve order a Steam Deck 2 weeks ago and I’ve never receive him because the package was stole by the delivery guy from GLS (no signature, the truck never come at my adress). I’ve make an support case to address this issue buy every day the support answer me something totally different :

  • sometime we’ll send you a new one (but never actually send it)

  • sometime that I can’t change my adress because the package is already indicated delivred (no joke !)

  • sometime that I still have to wait for the package

  • sometime that I need to call GLS to adress that issue (and GLS tell me to call Steam)

At the end I have no solution to finally have a steam deck, can I make a chargeback on my credit card for that issue ?
