In that survey they literally put Hispanic as an ethnicity, and that survey wasn't done by the US government.

It literally says "In the eyes of the Census Bureau, Hispanics can be of any race, because “Hispanic” is an ethnicity and not a race ". So okay they don't count as a race but they literally say hispanics are etchnicity by the US Congress and Census Bureau, so yeah, the US government think that all spanish speaking countries, which by your previous definition shouldn't either be named hispanic, since Portugal would be Hispanic too; have all the same background, which we did IN THE 16TH CENTURY. A bit too late to say we are an etchnicity, when we are not.

Most of all because spanish speaking people in South America don't have only Spanish background, they share background with native americans too.
