T-Mobile in violation of FCC policy regarding phone unlock.

I see what you're saying but I have to disagree. The FCC policy literally lays this all out, for this exact reason. I, or any other consumer, shouldn't have to buy a phone only from the carrier, and consumers shouldn't have to buy a certain model just for the phone to be unlocked. The FCC policy is surprisingly straightforward. Basically, carrier must clearly lay out eligibility requirements on their website. Once met, carrier must unlock consumers phone automatically or inform them of eligibility. Once consumer requests unlock, carrier must unlock within 2 days or provide valid justification why it's taking longer. Simple as that.
