Honestly in my opinion, I think that the father would have send Jeri to relatives instead of taking care of her himself.
Reason why I think this is because he admitted that he didn't know how to take care of her shortly after her mothers death, and that's also one of the reasons he remarried in the first place.

How I'd affect the plot in that case;

She wouldn't live in Shinjuku but a different city, so she wouldn't be friends with Takato and the others, thus she would never get a partner in the first place.

However if you'd have a scenario where she would move in with her father around the same time the series would start, but he'd be even more stricter with her and probably even more distant than he'd already was, then I think that she'd be even more inclined to have a partner of her own and probably a lot sooner too.
Maybe she would meet a different Digimon to be her partner, or if she wouldn't become friends with Takato then she would definitely stalk him and follow him and the others to the Digital world herself to find her own partner.

However her being captured by the D-Reaper would still happen, and the last ark of the series would go as normal, whether her partner dies or not.

What I'm trying to get at is that we'd basically have a Shinji Ikari from Eva on our hands, and that's never a good thing.
