Is there a Mincha/Maariv service on the first and/or second night of Passover?

Not sure what you are asking. There is a mincha and a maariv service every day of the year -- these are the obligatory afternoon and evening prayers, 2 of the three daily services in Judaism. So of course they are held in synagogues on the first and second nights of Passover, and on every day in the year.

Mincha, being the afternoon service, is held before sunset; ma'ariv, being the evening service, is usually held just after sunset for convenience, but can be held later. Candles are lit 20 minutes before sunset.

On Pesach, it would be common for the men folk to head to the synagogue for mincha and ma'arive services, while the women folk are home preparing for the seder. Then, when the men return from the synagogue, after services, the seders begin at home.
