Why is there no Aqua Pura in the commonwealth?

Why the fuck would you transport something as mundane as water, when driving a pipe down into the ground will provide you all you could want?

Aqua Pura is important in the region around DC because there is no clean water there. Even the groundwater is polluted.

In a lot of other places in the Post-War US, water from various places is A-OK. That would make water, which is heavy (~8.3 pounds per gallon, and a gallon is the recommended daily use of a single person), hard to store and perishable, not a very good trade good. Fallout 1 with its water-merchants wasnt realistic: people just flat-out dont live in place where they......uh, cant survive, and anywhere where there isnt a reliable source of safe water is by definition a place where things cannot survive
