Too strong for a level 6 Druid?

I'm not great at game balancing, but I'd say that's too much. Druids can't even cast level 5 spells yet, and you've giving them two of them along a bunch of other stuff. Magical items are still a pretty new thing at that level. You're just starting to get things that are sort of useful instead of weird nicknacks like wand of smiles.

The tree form is pretty creative though. You might want to figure out what happens if people want to be on the tree as it transforms from staff to tree. Do they get pushed away, do they get stuck in a tree, are they just on top of the tree, etc.

I'd tone down the spells to 3rd level at highest, which is still big investments at that level. I'd make the spell list smaller. Additional free spells is a huge resource and battles are usually decided by how has the most resources left. And choose between tree form or the +1 bonus to everything. And I'm not sure about the +1 to spell attack rolls.
