I tried pearl/mirror powder with different NO GEL top and base coats (more info in comments)

The powder works on pretty much any base polish. When using Miracle gel top coat by Sally Hansen, wait around 5 minutes until it is dry to the touch but still sort of sticky and then gently rub the powder on it using an eye shadow applicator. (the Bornpretty powder came with a tiny applicator)

With normal polish wait until it's almost completely dry and then apply the powder. You don't need to be gentle for this one. I actually prefer to use my finger to rub the powder on normal polish, I feel like it works a bit better.

For the top coats, the miracle gel top coat is the worst, but normal top coats seem fine.

Water based top coats, like Revolution by Picture Polish or Ready for Takeoff peel off base coat by Unt, are definitely the best though. The downside to Revolution is that you can't apply another (normal) top coat on top. It seems to actually dissolve the top coat and makes it look liked those cracked polishes. One thing to keep in mind when using Ready for takeoff is that it is a peel off base coat so make sure the base polish is completely dry before applying!
