No, he mocked a man who happened to have a completely unrelated disability.

You're a real damn moron if you think otherwise.

First of all, look at the reporter. What is his disability? He has a muscular problem with his arms. How did Trump portray him? With flailing arms, a stutter, and goldfish memory. How does that in any way make fun of the reporter's disability, who despite his arm issue has perfectly fine speech and a sound mind? It doesn't. It is the mocking of someone who is deemed flustered and panicked, not someone with a muscular disability (who the fuck uses flailing arms to mirror someone that can't use their arms? Doesn't even seem like Trump knew he had a disability in the first place).
