I could be dead wrong, but I don't think the DEA is concerned with tracking down, prosecuting or going after consumers especially when it's very close to the 30th. If you ordered like 20 kilos from somewhere that might be a lot but still...
As far as I know there are no actual state or federal laws in place yet for charging someone based on the weight of the kratom they have on them. For example with marijuana, there are state laws that differ from each state but they're usually something like under 25g is a misdemeanor for first offense, over 25g can be a felony, intent to sell can be a felony, etc, and then often even these charges get reduced down especially for first time offenders.
All that's happened is that its been banned from being sold by anyone anywhere and is illegal to have in your possession(?) on a federal level, not on a state level, even though federal law can trump state law
In order to convince a judge to convict someone of a misdemeanor felony, there is a massive legal gray area so close to the ban date. You'd have to convince most reasonable judges that the offender knew the ban had been in place. THere's so much room for a defending lawyer to work with that there'd be a good chance many cases would get dropped within the first few months of the ban.
Because of all this I think the DEA is far more concerned with the bigger picture of it all which is simply cutting off the whole vendor infrastructure out and letting the rest play out naturally. Chop it off at the head and the rest ends up drying out over time, especially due to the fact that almost all or maybe all climates in the U.S. are unfittable for growing Kratom trees and it would take years and years to build up any sort of forest to pick and cure and grind the leaves up from, the chances of that happening in any U.S. region before someone finds out would be very little, and if anyone did do that and started to sell them it would put an even bigger target on them.
Basically don't get caught by cops or bring kratom with you places just the same way people who smoke marijuana are taking a risk bringing it out with them. Other than that stock up if you want to, keep it private and low key, and ration yourself on it, people should be fine.
