Again... that is not the same as saying you can give up your rights but you'll still be held responsible.

What that means is they will have to make a legal argument as to why they want to surrender there parental rights.

One if the valid reasons given as to why this may be done is

Lack of support.

If the dude never visits, comes around, or provides and has played 0 role in the upbringing of the kid... he wouldn't find it challenging to surrender parental rights.

Those men default on child support often and the state isn't unaware of that. They also acknowledge that if a person has not played the role of a parent to a child, that person should not have the authority to circumvent the parent who has raised a child.
