So, it's to be war then...

It quite likely does. The timing is patently obvious that this particular code inspector is working with the HOA to intimidate a taxpayer by misusing government resources.

It was planned out in advance to the point where they cited their relationship with the code inspector in their response and timed it together to maximize the intimidation. I would be shocked if the inspector isn’t somehow personally profiting from HOA actions.

I would consider a good PI to investigate those connections if OP has the funds (it’s not too hard) and also consider a suit against the city or county, or at least prep for one during their next intimidation visit.

Report now and maybe the problem goes away, but more than likely some digging that they won’t like may be required. It also sends a chilling message to those that cross you that you aren’t fucking around if you manage to quickly uncover something and drop those kinds of details. I can attest that it’s extremely effective in making people follow the rules and back off if you start digging and uncovering shady deals or personal relationships they’d rather not see the light of day.

Either that or you’ll end up dead in a ditch. Depends on where and who you are. Pro tip: Don’t do this in New Jersey.

If the laws allow, cameras or audio inside to record the entire convo could be useful. Be sure about local laws before you do that tho, and you may need to notify them in advance.
