Yes for Zoro, maybe for Sanji (100% yes for Egghead Sanji)

The problem for Zoro in his matchup vs King wasn’t the mobility it was the durability. That’s why he got an attack power boost (Acoc) not a speed boost.

Zoro defeated someone w/S tier durability (Ancient Zoan + Lunarian) w/a named attack finisher.

Sanji defeated someone w/A tier durability (Ancient Zoan) w/a named attack combo.

If Sanji had blown queen away w/one named ifriti kick then it would be hard to judge the upper bound power level of that named attack, since we’d know it easily surpasses A tier durability but we wouldn’t know exactly where it’d top out. But since it took multiple ifriti kicks it diminishes the power level per kick. No we know that 1 ifriti jambe kick is less than or just about equal to A tier Durability & multiple ifriti kicks are needed to overwhelm A tier durability
